Lt. Frank Drebin (Nielsen) is back in Washington D.C., being honored at the White House, when he discovers a conspiracy to suppress solar and renewable energy in favor of traditional fossil fuels. The villainous Quentin Hapsburg (Robert Goulet) plans to kidnap Dr. Mainheimer, a pro-environment scientist, and replace him with a double.
