On February 19, 1942, President Franklin D. Roosevelt signed Executive Order 9066. This directive authorized the Secretary of War to designate military areas from which "any or all persons may be excluded." While the order never specifically named a racial group, its enforcement was directed exclusively at people of Japanese ancestry living on the West Coast—two-thirds of whom were American citizens.
